Is the road to Merzouga paved and safe to drive?

Yes — the road is fully paved and in good condition all the way to Merzouga village.

The High Atlas and gorge sections are winding but well maintained, and fuel stations are regular. In winter, allow extra time over the Tizi n’Tichka pass, which occasionally sees brief snow closures.
